I am a relative new player - 6 months-ish, 3 of which were spent only changing skills because I was very busy and had other priorities. I would like to comment because this aspect of the game (Research and Development) was one of the most interesting ideas and I was really excited about it. To learn that developing tech-2 bpo's was a lottery was very disturbing. It takes an aspect of the game and makes it almost completely unrelated to skill and effort. (Yes, I could have done more forum reading first and discovered it in advance but I didn't. I don't think my expectation was too off base though).
But this thread isn't about that, it is about t2 bpo's being isk printers. (Which is why I am still planning on doing R&D skills, strictly because of the money printing, not because the process is interesting or fun). Invention has great possibilities though, CCP is likely on the right track I think.
I think the largest problem here is the reward vs real time investment that is offered by t2 bpo's. I think most wouldn't be upset to know that you were making 1 billion isk+ per month if it were taking all or a significant portion of your real playing time to do it. The problem that exists is the the t2 bpo holders generally make that ton of isk, going by posts here, with 30-60 minutes of playing allowing them the unparalleled freedom to have the time and money to do anything else they want to do in game.
However, this problem isn't caused by the way the t2 bpo's are seeded. This situation can occur with t1 manufacturing as well. I think that the solution isn't to make t2 bpo's attainable by everyone, but to make manufacturing more time consuming. If manufacturing is your gig, then spend your damn playing time doing that. Every other occupation does that. Mining, PvP'ing, ratting, Hauling, Trading all take significant play time. Manufacturing is fire and forget, collect and sell the proceeds when the process is over. So is research mostly except that you can do missions to improve your results.
That way tech 2 items made from t2 BPO's are REALLY "harder to make". Really what we are talking about here is ridiculously high rewards with little effort once the BPO is obtained. I think that if you are making billions a month - that should be what your spending your real in game time on, like everyone else.
